DAVAO CITY – Major Infrastructure projects in Davao City and Davao Region are now in danger of being terminated not only by the enforced ban of the Commission on Elections (Comelec) but also the delay in the passage of 2019 national budget.
Under the Comelec Resolution No. 10429, or the Omnibus Election Code (OEC), it is necessary to suspend the issuance of funds, construction of public works and more from March 29 to May 12, 2019.
According to Department of Public Works and Highways (DPWH) 11 spokesperson Dean I. Ortiz in 1,230 projects, the P455 billion base on the National Expenditure Program (NEP) was temporarily suspended because of the delay in the passage of 2019 national budget..
It is said that “on-hold” projects include roads, bridges, major flood control projects, and other public buildings.
Ortiz also clarified that even though the national budget was approved early, the comelec ban still covered the said projects which would only be continued after the election period.
